hi, im goin to a tourny soon but its a doubles fight. In your opinion wats the best ally for a DE army
well, normally I would say harlequins, but as these are not usually allowed in tourneys I will say craftworld eldar. Dark and craftworld eldar are despite their obivous diffrences known to work together on a few ocations, usually under harlequin leadership. This is discribed further in the experimantal harlequin codex avaliable on the GW website.
i would have to say.. tyranids.. DE can concentrate on taking out units with multiple shot weapons, while the nids can get the rest..

By fluff: Another dark eldar kabal. Then Harlequins, Really, dark eldar could ally with anyone. Think of it as not that their actually 'allying' but more that their launching a raid at the same time.
For effectiveness: I'd say chaos. (please not slaanesh) because of the resiliance that they provide works very well with our fragile speed and precise strikes. Or eldar or harlequins, which work better with our playstyle as being fast and fragile.

Fluff-wise you could probably make them slaves (battle thralls) instead of allies. . . It'd be a cool conversion job.

I would say Nurglesque Chaos. They supplement DE very well in that they are also a very CC/ranged balanced army(true grit). They are also the polar opposite in resilience(T5/3+ against T3/5+), This combination of simmilar opposites should blend beautifuly.
What kind of DE do you play? I was assuming a balanced kabal, but if you play a Cult, or something else, then my answer changes...
What options do we have as allied armies? I highly dout you have every army in your area to pick from.

I would have to agree with the above posters, Chaos space marines, though I don't think necrons would be a bad idea either.
