Well Im starting De and the group I just joined tends to play tends to play a lot of city fight now Am I at a serious disedvantage due to the DE's large amounts of skimmers and jetbikes , (dangerous terrain tests and the vehicle stunned then floatrs into a wall result my friend always seems to get.)Also are there any units that really excell at cityfight.

For starters, skimmers no longer drift when shaken, so you don't need to worry about that.
In terms of what works, I think that the only units who can really excel in an assault are those ones who can take plasma grenades - Lords and the Wyches. Without the grenades, you are striking last on the assault, which is really not much fun at all when you're Dark Eldar.
Haemonculi with destructors are another very good unit simply on the virtue of it's template weapon (which ignores cover). Soulseeker ammo is also worth considering...not. :rolleyes:
Mandrakes would be great for holding out against shooting since they'll almost always have a 2+ save. Grotesques would also be pretty resiliant vs. shooting (thanks to that nice cover save) and may even hold their own in combat if your opponent doesn't take grenades.
I'm not too sure about reavers myself - they'd be great for hunting tanks, but I'm not sure whether you would need to take a dangerous terrain check if you assault into a building. If you do, it's better to stick with a Lord on a jetbike with plasma (who will probably own everything), who would automatically get the skilled rider rule.
Finally, I think terrorfex's and the like would be awesome in cityfight - bunched up enemy units in buildings would equal an almost-guaranteed pinning test, and restricted lines of sight should help you focus on one unit at a time with your far more mobile shooting.
Generally I'd focus on massed shooting, with some assault elements in the form of your Lord and wyches.
Random thoughts on CityFight:
Because of all the difficult terrain and cover skimmers and templates have added usefulness. It also means CC is more effective than shooting and Plamsa grenades are a must.
Scourges make great fire support in CityFight since they have 4+ cover saves and a 12" move. As mentioned mandrakes would be good for holding objectives that are too far away for you aooponent to assault. I've even found the Talos is more effective since most units have a hard time fleeing through difficult terrain and you can just float your full 6".
Sybarites in Raider Squads, Wytches, Archon and a Drachite. Basically all the CC units with FoF. Just get in there and charge. The Reaver Bikes are your best bet for tank hunting. It can be pretty hard to line up a dark lance shot against his ordinace tanks.
Sniper squads are worse than useless, they just don't have the range to be rooftop snipers.
