I know that Eldar have wraithguard and wraithlords, can you have a wraithbike that utilizes twin linked wraithcannon?
Not legally no. They would be rediculously expensive though if they were in the codex. Besides I think they struggle seeing and moving on foot.....I doubt they could keep up with something as fast moving as a bike.

What about using the chapter approved Vehicle design rules? Use a modified cost per model of say +20 points ea to reflect the fact that it is wraith controlled. Also require that a warlock or farseer be in control of the unit for them to be able to function in combat. As far as reaction time and control, Eldar Wraithships do just fine, so why not a wraithbike?
The vehicle design rules are way out of date and by modifying them the way you suggest they would be illegal even if they weren't out of date. Granted, if your opponent accepts it, then whatever. Personally, I would never play against anyone's custom characters or units.

I completely agree, hey look at me I have a twin linked long barreled gatling demolisher cannon. Beat that. I suggest sticking to wutever is already made and just dealing with Iyanden the way they were made.
Well, technically speaking, barrage weapons may not be gatltling, but they can be put into batteries. Sure if you are willing to spend that many points on one model you will undoubtably make yourself vulnerable elsewhere. I would play anyone using the VDR as liong as they calculated the points correctly. It is balanced, actually about 1/3 more expensive than "stock" vehicles. Oh, and by the way a unit that can deep strike, can easily be upon it in a hurry, or a flyer, or a monolith, or a Necron lord with a teleporter, etc... You get the point. Be versatile, be flexable, this makes for sdo much more fun and diverasity in the style of play one can successfully master.
I think that's cool but maybe if the wraithguard was the bike it might be a bit better but twin-linked wraith cannons way to expensiv on points it'd be like 65pts each

Why not just model it and use it as a center piece to your collection. Sounds neat and if I had nothing better to do, I'd play a fun game against it just to see how quickly it could demolish my units.
