Hey, as some of you may know I'm not a new player to WH 40K.
I've been away for some time and I've managed to lose my IG But I'd like to get back into the game as Orks!
I was just looking for some advice from you vet players out there on what would be a good start (Besides a warboss and some boyz) and whether or not buying them now is a good idea since the new codex could be coming out, followed by new minis.
Well, the codex isn't rumored to come out for about another year, so its up to you, I'd wait personally, but Orks rock the house. They're hilarious and they can actually be very competitive even though they do need to be overhauled, I can't wait, Waaaaaaaaaaaagh!

A good decent starting army would be a warboss and about 40 some odd lads(as you said) Then where you go depends on what klan your going for.
Deathskulls- Make Lads into Lootas, Deathskulls may take up to 3 looted vehicles, so IMO go for a Looted Basilisk, Leman Russ, and the last is your choice
Kult of Speed- Lozza Buggies, Trukks, and Bikes
Feral Orks- Hmmm.....More lads? Not much personal experience with them
Blood Axes- Make a bunch of the lads into Kommandos. Blood Axes can take up to 3 looted Vehicles, same as with Death Skulls.
Goffs- Convert some of the lads into Skarboys. Either Get more lads or some kans, their both good choices.
Evil Suns- Lots of Trukk boys! Warbikes too.
Bad Moons- Convert lads into Flash Gits. Bad Moons can take up to 3 Battlewagons, so get ready to convert!
If you want my general opinion about what is good, I would recommend Battlewagons, Grots, Warbuggies w/ Big Shootas, and Killa Kans.
Battlewagons- Incredible Troop Transport Capacity, lots of firepower!
Grots- Great as screens, cannon fodder, distractions, and surprisingly good in mobs of 30!
Warbuggies w/Big Shootas- Fast, mobile, Versatile, Twin linked, and surprisingly long lived.
Killa Kans- Draw Fire like nobodies business, Can take hits as well as dish them out.

My basic outline for the army is lookin kinda like this:
Warboss, Mega armor(Worth it?) Power claw, Nobz in mega armor (Again, worth it?) with power klawz and mounted in a Battlewagon
20-30 slugga boyz and 20-30 Shoota boyz
2 Looted Lemanz
Maybe I'll replace the Shoota boyz with Kommandos or Lootas but I'll have to glance at what they do first...What else would be good for a beginner army?
Mega armor is only worth it if the Boss and his nobs are in a vehicle, which they are, so you could keep it if you want.
Unfortunately the 2 Looted Leman Russ's is not a legal choice. You can only take one type of tank if it costs more than 50 points (i.e you can only take one Leman Russ, Basilisk, Land Raider, etc.) You can still have 3 looted vehicles if your blood axes or Deathskulls, but none of them can be the same type of vehicle.
Also, if you are going for a Blood Axe or Deathskull army, you MUST have 2 squads of Kommandos(for Blood Axe) or 2 squads of Lootas(for Deathskulls) to fulfill the core unit choices. This is MANDATORY if you want to take advantage of the more than one Looted Vehicle option. (Check the Klan Rules i listed above)
Kommandos are basically Slugga Boys who can infiltrate and go through difficult terrain with more ease, and they cost a bit more. Lootas, are ork shoota boys who can choose to take the weapon options from either Imperial Guard or Space Marine squads. (eg. if they choose to be a devastator squad, they can take 4 weapon upgrades)
Hope this helps.
For start just play it as a freeboters army from just the codex with no nifty extras, then you can start looking as to which klan you would prefer to play.
Unless you playing KoS I would not get a attlefroce as it's far better for them than for footsloggers.
The best start to any Ork army in my opinion is have 3 or four other armies before it. One thing Orks lack is a complete mini range, so its always great to have bits and spare parts to put onto your boyz to give them character or drive home the point that they are Kommandos or Skar Boyz or 'Ard Boyz.
Other then having a Big Box O' Bits, I also say storm boyz. They are great flexible troops that, unlike the other three elite choices you can't easily convert from a normal box of boyz. I also suggest getting a full battery of big guns lobbas or zap guns, don't get kannons, they aren't all that good compared to the others.
