I'm new to 40k, c'mon guys sell me a necron army!!!!! Whats good and bad about em.
Well for starters they are probally one of the most resilent armies out there with WBB and 3+ armor saves. They can be very easy and quick to paint if you want to field a painted army quick. ALL of there ranged weapons can hurt vehicles.
Some downsides are they are very expensive point wise. Very limited armory so your army will look the same as others(most of the time). Some people consider them very dull and boring tactics wise.
Those are what I can think of right now.
Is it me or does any other necron player get annoyed when they see people saying "Necrons eat souls". How is that even possible as souls are part of the warp and necrons want nothing to do with it? Eh probaly me just me being picky.

They're very forgiving to newcomers to the world of 40K as they're resilient as you like unless you play a purpose built anti necron army.
As a result, they often get called the 'n00b army' however, a brief scan on this forum should reveal that that's a load of rubbish.
They may not have the variety of Tyranids, but they have finesse and a lot of depth which isn't apparent until you get into them.
If you like total control over your army, and don't like to leave things to the random element at all, then I'd recommend them.
They play like a surgical tool, if you know what you're doing then they'll perform for you amazingly.

As Karmoon said, Necrons are one of the most powerful armies if mastered, learn to use things like pariahs well and there is little that can stop you.
This is balanced out by generally having poor close combat skills, Necron CC units are powerful in their oen right, but they cannot simply be thrown at thr enemy, but they are devastating if used right.

Necrons also have killer fluff IMO (and fluff drives the hobby for me), read up on the war in the heaven and the destruction the necrons caused is reason enough to start an army.

Some say that the 'crons are cheesy because of the way their special rules frag up most established things in the game (like the standard Troop weapons being able to destroy any vehicle or their ability to rise from the dead).
As for the "poor" CC-Skills -choose your battles wisely and even the standard necron warrior will be a threat in CC. With the exception of Iniative they are the equal of any space marine, and their high morale makes it difficult to break them.
The Monolith is another thing that no other army got, a mobile fortress that can dish out serious damage, soaks up most of the enemy fire that is directed against it and teleports your troops around to frustrate your enemies.

I would say it depends on if you are first starting out or have played before and your level of interest in the army. If you are starting out I would actually not recommend Necron, they are forgiving to new players in resilience yes, but they are short ranged for the most part, low core mobility (teleporting aside, that is a more advanced tactic) and lack in armor negating options; hell they lack in options in general. Don't get me wrong, I like my necron army but looking back I can see how I probably should have started out with my first choice
(chaos) and then added on necrons, giving myself a better feel for distances with a more flexible and adaptable army before I went to any army that is so critical of them between orb/WBB/rapid/etc.
Marines and Necrons are the two best starting armies for beginner players. These are the two most forgiving armies in the game, so even if you deploy poorly or make bad moves during the game, you can still have a fairly even match (though poor army comp is a killer no matter what army you are playing).
All of the best selling points for Necrons have been posted already, so it will really come down to whether you like the minis and the theme of the army. Actually, the fact that you are basically playing Zombie-Robot-Space Pirates is a pretty good selling point. That's just fun to say.
