In the DE codex it states that you simply write down where the Decapitator is deployed and then show it to your opponent/vicitim when you decide to reveal him. However, it does not state WHEN you write down the secret deployment. I have always played it that I write down his deployment AFTER EVERTHING Else has been deployed, except for infiltrators. Anyone have an idea?

Either then or when you have to write down where your HQ is, either way its pretty much last. It would make sense fluffwise for it to be last like infiltrators but it doesn't say that its so, so you can assume that you deploy him when you deploy HQ, well, you write down where he is when deploying HQ.

Agreed. He's an HQ choice and deploys when HQ's are called on to deploy. He doesn't have any special caveat saying otherwise (like the specific Infiltrate ability).
Let us know how he works out for you, I'd be interested to know if he makes his points back.

I've actually used him in the last tournament I played in last year. I deployed him (wrote down his position during deployment of infiltrators, which my opponents did not have a problem with).
He is actually quite useful for the points. The only Caveat, if you could call it that, is that you have to buy a squad of mandrakes.
I used him to tie up a squad of scouts until my warp beasts could finish the job, who then went on to attack a 10 man squad of Deathwing Terminators. I then brought a wych squad to finish the job, who then went onto kill 10 more terminators, pretty much winning the game just from those two squads and the decapitator.
On another game I sprung him on a Chief Librarian, who I miraculosly killed, but he killed me back
I think the best tatic in a normal kabal army is to put your wych squads (preferably on raiders) and a full 5 "man" warpbeast squad on the same side that the decapitator is on; spring the decapitator on the enemy while the other squads move up. Against Tau, IG, Meqs, and even Eldar this tactic works pretty good and can be highly effective for the points cost.
