Okay, so I figured that 1 Necron FOC, completely maximized, comes to 5385 points. For lack of experience and many codices, is this easily acheived by other armies?

Most other armies have an easy time, too. Tyranids can reach over 8000. I made up a list that came to 8264 points, but it could be a couple-hundred more if I gave the Warriors twin-linked weapons.

Without really pushing it my Sm army fits 5k on one FOC. If you juiced them out they could probably do double that. But ultimately Chaos and Ulthwe could do the most with certain squads/equipment with no limit on them.

Eldar can have unlimited warlocks in their seer councils (just ulthwe though) so an infinite ammount of points there.

IIRC the seer council is the only uncapped unit in the game.
