So, does anyone use him? I never see army lists that include the Deciever, only the Nightbringer. So, if anyone has, how does it do? I'm just curious.

See? I'm rubbing off on people! Deceiver is spelled "ei" not "ie." And the reason many people don't use him is that he isn't as effective against a wide range of armies. I mean, sure, he's cheaper, but Aspect Warriors, Tyranids, Grey Knights, Space Marines, Chaso, et al are immune to his leadership-based effects. Whereas, regarding the Nightbringer, no-one is immune to a good thump on the head.

I've used the deceiver against Orks before. His one power forcing the leadership test helped me destroy units of gretchin in no time (kill the slave master thing, or whatever it's called, and they're gone). Plus, against Orks, he's good enough in close combat to be scary.
I prefer the Nightbringer, but the Deceiver has uses
nope...but then again i dont play necron...so this post was a waste of time ^_^
