As the title says why have i never seen anyone (including myself) field a 63 pt warboss?
Because for 63 points, you can't really have much on a Warboss. With only the bare essentials, a Warboss is very vulnerable, even when given a retinue of Nobz or some other means of protection. An HQ choice is, above all else, a monster in close combat and some people want to equip him as such - many people like to personalise their characters or give them certain equipment that will allow them to do well on any battlefield. It's a mere coincidence that this normally includes a weapon that ignores armour saves. On top of that, the leader of the force (i.e. that one compulsory HQ choice) is really supposed to represent the gamer on the tabletop so some people put a little bit of effort into representing either themselves or the characters that they have created - it's just a bit of fun. Anyway, Ork Warbosses still cost less than equivalent characters of other races - frankly it gets a bit annoying when an Ork player marvels aloud at how his 90pt Warboss managed to kill a 200+ pt Chaos Lord without breaking a sweat, but then again, I just don't like arrogant people.
But thats not how it normally works out. I almost always see warbosses in groups of slugga boys. And most of the time slugga boys don't attack anything but other troops choices. Do you really need a 110pt model to help kill what your normal trooops are already plenty capable of defeating?
Well, to put it simply, yes. Especially when you already have every Rokkit Launcha in your list pointed at the big guys. Either that or a squad with a Power Klaw to hold them up and possibly do some damage.
Normally i find that even a squad of boys with a hidden powerklaw that had been badly shot up (down to the point of around 8-9 models) is plenty to take care of even a 200+pt demon prince(which normally allows NO armor saves which makes me very unlikely to send my boss at him). I guess i'll just have to field my cheaper boss this weekend and see if it makes any difference in his effectivness.
I'll tell you why people field more expensive warbosses. Itz cause they're da biggest and da best! Ork players love having a good, solid warboss to keep da rest of da boyz in line. Don't be so concerned about effiency. The key to a good Ork force is havin' a good time. So get yourself a good Ork character that you like and that is fun and can kick some butt, even if it isn't the most effective or point efficient unit. Go ahead and do the same with your Ork army while you're at it. Or, you can go do some more math and go play space marines. Waaaaaagh!!!
Not to mention the fact that you are already paying 60 pts for the model, so its a pretty good idea to make it last or its just easy VPs, no matter how lightly you equip him you cant get rid of the 60pts.
Also most other armies their HQ choices come with that wonderful 3+ save, Space marines, Tyranids, even Eldar get a 4+ invul. We get a really wonderful 6+ save, so if you want him to live you need to give him something. I usually allocate 110 for my warboss in most games as that give you Mega armor with the power klaw and some extra bits how you like it. Strength 10 is a great thing even if you go last.

The real reason is that the Warboss can be targeted seperately in close combat, and he wants to always be in close combat. So he needs a half-way decent save. And how can you not give him a Power Klaw? Are you actually going to turn down S10? If you do, you might as well go play Tau right now.
