I'm from the IG board, but I bought my brother a Tau Codex for his birthday. He is only 13 so he needs some serious help on where to start with an army. He wants to start out with a 1000 point list. If anyone could point me in the right direction with helping him, as I know nothing about Tau, I would really appreciate it.

If your starting a new army the best way to do it is to limit yourself to 1000pts, use the core units and do not go for anything fancy.
To this end I would advise the following
1 HQ, do not buy the XV8 commander box. this is +1 army choice so you have no choice with this but get a normal XV8 box equip it with either Plasma / MP / multi or Plasma / fusion / multi , you can build these from a normal XV8 kit as the weapons in the commander box are crap anyway.
2 Fire Warriors you seem to have this part pretty much sorted but go for two teams in DF.
3 XV8 team, teams are bad, I would go for two XV8 with plasma / MP / multi and use them as lone suits in an elite slot each.
3 Pathfinders well I would say yes but they are not cheap and do take some skill to use, maybe think about getting these when you have more experience.
4 Hammerheads I always take 1 railhead in 1000pts, with the XV8's you have enough armour killing to handle anything.
So with this your talking
HQ/ Shas'El, 87pts for both builds.
Elites/ 2 XV8 suits with plasma / MP and Multi 67pts each
Troop/ 2 X FW squads with Shas'Ui upgrade 130pts and DF with decoys 85 = 430 pts total
Fast attack/ squad of Pathfinders with DF with decoys 181pts
Heavy/ Hammerhead with multi and decoys 165pts
Total 997 points with this lot you will have a 1000pt list that has most of the basic units to learn how to use Tau and you wont be buying specialist units like the Pirahna (which to be honest are not great) and wasting money if you do not like them, all the units I have listed are a part of pretty much any list so are a great core to build on. also this list will deal with pretty much any 1000pt list that can be thrown at you.

If your new to playing tau then its best to get some basic troops to begin with. Its best to start of with the core units that you need. I would go for a shas'o with plasma rifle, cycclic ion blaster, for the two troops choices i would go for two squads of 12 fire warriors with shas'ui leader. Then to give you some fire support and movement i would go for a squad of vespids(strain leader and 5 sting wings) a hammerhead with rail gun, burst cannons and targetting array. For some anti power armour ability i would pick 2 sniper drones teams as at 36 inches these things are virtually invincible to any gun fire. For some CC ability i would pick 2 units of 12 kroot with 5 kroot hounds to make up for the kroot iniative. This is the army i would go 4 if i was starting a tau force as it can pack a punch of fire power and it has a farily decenct cc ability but at the end of the day its up to the persons preferences on wat he gos for and what he likes in a tau army.
