hi i just recently got in to DE (like two weeks ago) and just got the codex. I was wondering if you can equip mandrakes with a WWP because it would be crazy if you could (with their hidden rules and all), also i was wondering if you could deep strike raiders, and if you can, with guys already on board.

It would be nice but unfortunately mandrakes have no ability to take any wargear of any sort, so they cannot carry a WWP.
Both raiders and ravagers can deep strike if you pay the points for the proper vehicle upgrade.
I would assume that the troops the raider belongs to must be embarked when it arrives, though if you have a webway portal open already when it arrives you may be able to bring the troops through the portal and deep strike the empty raider (this is a pretty gray area rules wise and I wouldn't be surprised if your opponent gave you a hard time if you did this though)

Deep strike an empty raider and deploy its troops seperately through the web portal? Can't see why you couldn't do this but then again I can't see why you would do this, the point of the raider in the first place is a dedicated transport for the embarked troops and by seperating the two into seperate missions would lose the advantage of getting your troops exactly where they want to be and gain what? Maybe a lance shot fired closer than would normally be the case? Can't see the point but it's possible I suppose. I would prefer to keep some coherency within these squads and their transports .ie. one protecting the other but still acting as seperate entities.

On the odd chance that your codex isn't the most recent version, (if it has a 2nd edition in a green circle on the cover you do have the most recent) here is a list of the Dark Eldar Vehicle Upgrades. Screeming jets is the upgrade to allow Raiders / Ravagers the abbility to deepstrike.

I dunno, giving the mandrakes a squad leader would imbalance them greatly. I could see armies just littered with Mandrakes with squad leaders.
I use Mandrakes frequently enough to know that the ability to move them pretty much on the board and be able to get first shot and first attack is a powerful attribute. Giving them wargear would tip the scales to much.
The only little piece of wargear I would like to see for the Mandrakes is plasma grenades or the "always strikes first drug effect" - but even that would make them uber. Even allowing the Decapitator plasma would make him useful.
