Welcome to Librarium Online!
I have always wondered, why do the flayed ones have ballistic skill of 4? They have a claw attack, that is it. It seems to me that if GW wanted them not to shoot there would be NO skill like in the scarab entry.
I am grasping at straws here, but maybe they shoot their claws?
As far as I can ascertain, Flayed Ones don't have a shooting attack.
I does seem odd that they'd give them BS4. I'm supposing that if they'd made the Flayed Ones BS 0, they'd be obligated to reduce the price. The price of the model depends on the capabilities of the mini.
Just my two cents...
Wraiths have a BS, can they shoot? No.
Nor can Flayed ones, they don't have any shooting attack specified and no rules presented for one.
The reason for the BS is for continuity. Sometimes GW likes to do that. This way they mesh more with the necrons basic racial characteristics. Which include a WS and BS of 4.

Arn't there also turrets in some old rules that could be manned using the models BS?
they have nothing to shoot with, but that doesn't mean they don't know how to.
"I have seen you humans, trying to forge an Empire in the name of a corpse"
i think its more like they were all the same before the c' tan chaged them so why would they have diffent skill levels just becuase they have different weapons?
its becuz they're necrons and necrons like to shoot things...even if they cant fit thier machetie sized knife fingers onto the trigger!
In the name of god impure souls of the living dead shal be banished into eturnal damnation. Amen.
I have the anwser. EVOLUTION. In the future they may gain an ranged attack. this might hint to a new, deadlier Flayed on in the future.
I believe this question was answered in an interview by one of the GW guys a while back. (Though my memory is rather hazy on this subject.)
If I remember correctly, the Flayed Ones and Wraiths received nonzero BS stats simply for some level of completeness.
WHFB: Dwarfs || WH40k: Imperial Fists, Necrons || WM/H: Trollbloods || BFG: Necrons
It also alowes you to modify them. If necron ever come out with a pistol type weapon, then you could mod the flayed ones to use a pistol. You could also technically take away their claw weapons and replace it with a two handed range weapon. Imagine flayed ones with guass blasters. They could move through cover, deep strike, infiltrate, and have a ability that can help them in close combat. Of course they would have standard toughness, 1 attack, and be more expensive.
I am currently thinking of giving a squad of 3 wraiths gauss blasters instead of their close combat claws. I surmise they would be cheaper with only 1 attack.
But the mods are not allowed without consent and are a no-no in tourneys, but they sure are fun to use. Ever seen a squad of destroyers with twin-linked gauss cannons? They almost never miss.
"When a necron gets hit with a weapon more than double its toughness it is hit so hard that it goes into "negative damage" and does less damage than it actually would if it hit him with less force!" Quote from azimaith on Warseer, contemplating how much GW will Nerf the WBB rules.
