Sorry for the newbie question but this has been bothering me for awhile now.. it really makes me think if I should use it or not.
When Lictor comes out via Deep-strike and it scatters onto another models or within 1" of it, friend or foe, does it get destroyed just like a regular deep strike unit?

maybe you could make a rule up with the approval of you opponent that, if the lictor Deep Strikes into an enemy unit, it is set 1inch from the squad. It this isn't possible, it is destroyed (still keeping eye for the "only in area terrian" rule)
But he would probably say no. But you can always try
I don't think it get's destroyed within 1" of a friendly model, and just don't deep strike into terrain occupied by an enemy.
So I see they are very unreliable.. and unpredictable on the player's own part... :x
If you are not to deep strike them into area terrain away from the enemy, then it's also a total waste as it has no range weapon whatsoever.
If you want to play safe then DS into cover away from the enemy, but well ahead of your troops. With its amazing cover save and the target priority rule (You have to shoot the closest unit) your opponant will find himself firingoff shot after shot into your lictor and not bringing it down, leaving your swarm to advance unhindered.
Of course the dice gods are fickle and you could lost him strait away, but such is life
What I tend to do with my lictor is to attempt to land him right on the edge of the terrain... this way, even if you don't hit, 50% of the scatter directions will still effectively hit as his base would have immediately left the terrain and so goes nowhere.
I think the best place to deploy a Lictor is on the shelf (right next to the moth balls).
Unfortunately, a Lictor is another one of those Tyranid units that just never seem to recoup their points...
