yeah it said that at the start of the old codex then looking around i was like well not really but now they do seem to be able to live up to the fluff
Ya it's a pretty powerful item, and I believe if the enemy psycher rolls over twelve I believe he has to take a perils of the warp test, so psychers have a pretty good chance of killing themselves right away if they only have T3, or injuring themselves if T4 or more.

Not really, the only psykers it would be killing are other eldar, or inquisitors, marines would me just like "its a wound... meh". Plus, they can just choose not to cast the power at risk of dying, the psychic hood is reason enough to take a librarian when facing eldar.

The Runes are incredibly effective since they indeed effect all enemy's.
The Hood can work but stops just the power, as said the Runes give you the chance to elliminate the entire threat.

I had a strong suspicion that they would be doing something like this with the 4th edition eldar. It follows with my theory that for 4th edition they want to make psykers more powerfull, but less reliable. It shows in the new space marine codex, then new nid codex, and now the new eldar codex. (tau it didn't show because they're a non-psychic race) I also predict that the new chaos codex will get a goodie like the runes, or hood.
I also predict that the wyrd boy will be back for the new ork codex.
I would also remind you that hoods will only work on farseers. . . not warlocks. Hoods requre that a psychic test be made, and warlocks don't have to make them, and therefor cannot be dispelled.
The only thing that we eldar player (myself newly) need fear by means of psychic dispelling against warlocks is units that have a special save against psychic powers. These saves work only against offensive powers (destructor) and affect nothing else a warlock does. There are only 3 of these types of units that have these that I can think of off hand. 1) Khorne units with the wargear: Collar of Khorne, 2) Sisters of Battle, 3) Grey Knights.
Note: Grey knight's aegis has the same limitation as the hood.
