Due to the induction of Harlequins in the new Eldar codex, I feel that the extreme attention the clowns are receiving is causing Howling Banshees to become a thing of the past. Does anyone agree with me? What saves Banshees from becoming an obviously inferior codex choice?

I don't know, I think there IS a definite trend of players either going with more scorpions, or taking Harlie's instead of banshees for reasons other than just playability.
I am seeing around my area and around L-O that there are many, many players that are really disappointed with how the banshee models look. Some people don't take models based solely on abilities but also on how cool the model looks, I for one have been one of these people before.
Now I will still be taking banshees because I actually like the models, even though they look bulkier than the last version they still look nice and it makes sense to make it look like they have a 4+ save instead of guardian mesh armor on.

I like the banshees models . Plus with Doom from farseer I think that will help out the banshees main weakness which is wounding.
Banshees have not gotten worse. If they were worth taking before, they are now, for the same reasons.
If they are less popular than before, meh, just makes my choice of 2 squads of them a bit more characterfull and individual. Its win-win. I get to take my banshees and others get to take their space-clowns. Both are good units, I just happen to despise clowns and harliquins.
I dont feel my army is loosing out by taking Banshees instead of Harlies, in looks or efficency.
Kinda like the Falcon/Prism thing. The Falcon is still one of the best tanks in the game. Just now its got some competition.
I have to say that I am now less inclined to take Banshees because I am now limited to half the number of Aspet wrriors I could previously field since I played Beil Tan. It's just that usually Scorpions are the backbone of my armies and now I have to choose between them, my precious ladies, and and a small tank busting squad of fire dragons that i use every game against my friend's land raider crusader with blessed hull.

Can't say I see alot of people taking harlies over banshees, They are both good, but banshees are cheaper. And can get a wave serpent.
I personally just think you're seeing more Harlies because they're new, and a lot of players have wanted to see them in the main codex for a while now. Also, a lot of unit choices in the codex that have been on the "not worth taking" side of the playing field for an entire edition now suddenly appear to be able to hold their own. Before, banshees were one of the only units worth taking when you had to fight marines. Suddenly...you now have a choice.
The eldar army is a collection of specialists who all excel at specific tasks. Banshees have their uses, and they haven't changed. OTOH, everything else has and a lot of people want to try out other units that they couldn't touch before or they would (at least in popular opinion) automatically lose.
Besides that...Banshees synergise so well with Doom it's scary. Banshees aren't going anywhere...except into melee with your expensive, doomed termie squad...

Banshees are cheaper, especially if you want to give all your Harlies Kisses.
I used Banshees a lot in the past so I'm looking into using armies that may not include them. But the only reason is I've used them extensively and want to experience something new. I probably will still use them in the future as they are just as good as they were before, plus I'm not too keen on how Harlies look in comparison.
Both the scorpians and the banshees fell out of my list a while ago. Harlies look cool but so far i don't need any hth. Harlies are a flavourful and incredible hth choice. If used well i can see them chewing through an entire army. Even if you don't get the charge with them, they have a really high initiative and number of attacks, if you add on the rend and the power weapon available... they can kill the entire unit that charged them!
