In short, which of the heavy weapon choices for War Walkers/Vypers are the most optimal for Combat Patrol? Is the extra shot on the scatter laser really worth the extra 10 points to the shuriken cannon? Are EML's overkill? Comments appreciated.

Depends on how you want to play them. If'll going to be at far range (a bit safer) then scatter laser is really good.
I like to use a Viper most of the time because of the speed, but that's also because I'll either take a unit that has some hitting power. If you need the extra gun for balance then I'd take the war-walker.

well, for 120 points you get 3 war walkers with 2 shuriken cannons each... that is a lot of firepower basically for the same price as a guardian squad with platform and warlock

Yeah, the big reason for going with the scatterlaser is the extra range, not the extra shot. The cheapness of the Shuriken Cannon is really tempting though.
Pinning a unit in a small game (with the EML) would be devastating. I'd probably go with the scatterlasers for all-around usability, though.
Well for my CP I'm getting 2 War Walkers, each with Scatter Laser and EML. As you can see, I went for the long ranged option.
