The entry for the resurrection orb states that it includes the lord himself when resurrecting, so for that to happen it means that he would have to be knocked down.
My question is if the Lord is "knocked down" and awaiting WBB can he still use the orb to augment other necrons resurrection abilities?
Normally the answer would just be, WBB the lord first, if he lives then orb all around him and if he dies so do all the instantly killed necrons affected, but if the lord fails his WBB and I intend to bring him and his squad through the monolith and thus retry his resurrection in the movement phase, can I resurrect instant death models off of the orb while he is knocked down awaiting his retry, like he himself is able to do?

The way i see it is you roll for the lords WBB, then everyone elses. If the lord doesnt live, then all those units dont get theirs due to instant death or whatever reason. So basically any models which would have needed the orb are removed when the lord fails to res as WBB have to be made before anything else. Because the necron lord is dead and failed his WBB, everyone else that died due to instant death or whatever are automatically removed as there is no resurrection orb within 6" at the time of their WBB roll. If the lord then goes through the monolith and lives, those models (including his own unit) are already dead and do not get to make another roll seems they have been removed

Back on topic, Yes, he does, while down, augment other necrons' WBB. If the Lord can use the Orb while he's down, then the orb is still active. If the Orb is still active, it augments WBBs within 6in. Simple as.

Now wait, you have to remember how the Orb functions. When a unit is wounded by something that normally negates WBB (power weapons, 2X T weapons, etc.), the Orb allows the WBB effects to proceed. Remember all the documentation about WBB states that you determine if a unit is eligible for a WBB roll at the time the unit is wounded. If a unit takes a hit from a power weapon, 2 x toughness weapon, etc. and no Orb is in range, the unit is removed from play. If the orb is present, the unit gets to put down on it’s side and awaits the necron turn for it’s WBB roll. This is why the Lord gets to benefit from the orb he is carrying. At the time the wound is taken, the Lord is still standing and the Orb is still in effect. He is then placed on his side and awaits his WBB roll. During this time, he is considered battlefield debris and the orb is no longer in effect until he successfully makes his WBB roll. Until that time, no other unit may benefit from the orbs effect. Units that received the orb effect prior to the Lord’s fall will still benefit from the effect because at the time they received their wounds the Lord (with orb) was still standing.
Urgh- The Orb question! If you search there was recently a pretty drawn out discussion on how the orb works. It wasn't this question exactly but still relevant.
Here's the deal- If a necron is 'killed' lie him down until he can attempt WBB.
If he's 'instant killed' (including power weapons etc) over 6" from an Orb remove him immediatly.
If he's 'instant killed' while his unit is within 6" of an orb lie him down and he may attempt to repair later. It's at the point of being reduced to 0 wounds that the Orb takes affect. If the Lord is taken out of action before the warrior is killed- even if his unit is within 6" of the now down Lord- the warrior is removed as the Orb is no longer in play.
If the model is able to attempt to repair then they can re-attempt to self repair through the monolith, whether or not the orb is in range at the time.
Basically- check to see if an Orb is in range at the moment of death. No Orb= dead. Orb is on a downed Lord= dead.

In a nutshell, whether or not it can get back up from the res orb is decided at the time of the models death, not its revival.
