I'm starting a DE army by getting the battle force wich has 20 warriors, 5 jet bikes, and one raider. I'm also getting an HQ but I'm not sure which one, I'm going to paint all of these and read the codex before I go and buy more units. Any suggestions on an HQ to get and what I should buy next for my army?
can some one also explain how the wwp works and what it is.

In a normal dark eldar army, you will always need more raiders and warriors. Unless playing wyche cult, then you will need wyches and raiders. Either way, it is uncommon not to see wyches, a ravager, or at least 3 maybe 4 raiders on the board carrying your wyche and raider sqds.

The webway portal is essentially a portable "table edge" entrance for any of your forces that you choose to leave as reserves. The portal can only be used by a model that has wargear options and once deployed it is indestructable but can be blocked the surrounding of it by enemy troops (although that is not a common occurance!) But really you will have to check out the Codex for further meanings.
In a controversy the instant we feel anger we have already ceased striving for the truth, and have begun striving for ourselves.
Good things to add early on:
* Dark lance armed Warriors for your squads (to form the standard 10-warrior, 2-DL 'sniper' squad)
* A second Raider (they die SO FAST it's nice to have a backup)
* Wyches are an awesome hand-to-hand unit...your Archon can ride with them until he gets a proper retinue. (not that Wyches aren't a great retinue! My Archite rides along with a 9-Wych squad in a raider)
* Once you have the basics down, the Ravager is an excellent heavy support unit to add next. Consider 1xLance, 2xDisintegrator or 3xDisintegrator. Note that you'll need to order bits for the latter. (it comes with two of each if I remember right)
...then you can decide which way you want your army to go. Talos? Grotesques? Scourges? Hellions? (well, -I- use Hellions, even if no one else does!)
Rather that bitz-ordering to get 3 dissies on my ravagers, I just bought 3 Ravager boxes with the intention of making 2 Ravagers and a Raider. I spent no more money than I would have if I bitz-ordered the spare Disintegrators, and got those side-board things for the Ravager that have remained un-used. Maybe they'll be scenery one day...
Other than that, good advice from the others. I would suggest that the information for the WWP is decently clear in the codex, so you shouldn't really be asking us for rules. If you have any specific questions about the wording or something like that, that's fine, but asking for rules on what amounts to a whole entry is a bit of a no-no. Just a bit of advice to keep you out of trouble with the Mods
Thanks for the help to all that posted, I was just wondering when you get a squad of scourges in a box set, how many of each weapon do they give you, and in a warrior squad what weapons come with it/ can be equipped to one squad.
If your clever, the weapons distribution in the scourge box set isn't a problem at all, I got one of those scourge boxes and it turns out great like so: Assemble the 2 splinter cannon scourges as normal completely, assemble the dark lance ones but don't put the wings on, assemble 2 plastic warriors with splinter cannons and put the scourge wings on them, there, you've created 4 scourges with splinter cannons (+ the sybarite) and 2 warriors with dark lances, not needing to buy that heavy weapons blister.
