So I often play against my friend with an eldar army. The man loves his harlequins and they can be pretty obnoxious to fight unless I throw my HQ squad at them. Recently I tried to hit them using ordnance from a looted bassie but he claimed it's not possible to target them with a barrage without doing the distance check for Veil of Tears. I argued that with stealth suits and night fighting rules, you just roll an extra dice for scatter distances but they can be still be targeted. We ended up just rolling a D6 to make a temporary rule and he won. Does anyone know the specifics of this rule? I've been checking the forums but I find conflicting answers regarding this. Thanks

He's right, you can't. All firing must now be aimed at a model or unit, and you are not allowed to target the Harlies outside thier spotting distance. You -could- aim at a different friendly unit NEAR them and hope for scatter, but that's the best you can do.
use skorcha buggies, they don't need much range to see for their weapons.
Also a large unit of trukss boyz unloading some shoota's into them should help.
