I'm new to the site and community, so excuse me if it's in the wrong forum.
I'm thinking of starting an eldar army. Though the big question is:
Can you create your own craftworld? Same way as Space Marine Generals can have their own chapter?

There are no traits or doctrines like in the SM or IG codexes. You can use your imagination though.
i'm new to 40k, can you explain that in more detail?

Space Marines and Imperial Gaurd have special rules that a player can add to his army to make his force unique. Eldar on the other hand do not have this kind of customisation present in their codex. But all is not lost as you can still make a unique army in a different way. Each of the units in the Eldar codex is very customisable, each with many different upgrades and with about 30 units to choose from it is quite easy to make a unique force.
For example, one can feild an entire army of snipers while being backed up with some solid defense units such as the wraithlord. In other armies you can feild squadrons of Jetbikes and vypers with a support of falcon grav tanks, this army is very fast and mechanised so you are able to dance around an opponents own squads. Another army you can feild very tough squad such as wraithgaurds, whese guys are far tougher than space marines can carry some very potent weaponry but their army size becomes as small as Daemon Hunters.
So with a little imagination you can invent many different types of armies, it is a misconeption to think of eldar as purely as a fast but light armoured force, this is completely untrue. They can be such a force but they also be as tough as a space marine army or numerous as a imperial gaurd army.

Making up your own Craftworld/army is perfectly legal, and Games Workshop even encourages it.
