I got a Witchhunters codex the other day and was flipping through it, I don't understand how sisters Repentia have 4+ armour with rags on and Orks actually have some type of armour and only get a 6+. This just doesn't make sense to me.
It's how the units were made by GW in the codex, and that's how they're played. Can't change it, and the points cost of the Repentia more than make up for it. Ork Boyz are dirt cheap, and have a fairly nice statline, so they'd be overkill if they had a good save.

That may be changed if there is ever an update for Witch Hunters, but that's what it'll be for now.
While I understand your point in the WYSIWYG world, I do look at the severe points different in the models thus i'll take my low cost ork boy any day due to the amount of attacks he's got and what he's packing!
