Welcome to Librarium Online!
I have just picked up the new Hive Tyrant! The only problem is I have no supplementing bitz
The plan was to make a CC Tyrant, but the Scything Talons that come with him will be going to my Carnifex, making it very hard for me to devise the proper set-up...
Other than the talons, I have everything that comes with the Tyrant along with the TL Devourers that come with the Carnifex Set. My Tyrant will be supported by hordes of little 'uns and 2 Tryant Guard.
Any and all suggestions greatly appreciated!
If you aren't using the crushing claws for your Carnifex you could try to cut off the claw part and stick the end ot the talon on there. If you have several pairs of those then you could use them. You should check through your bits box and see what is on offer. Sometimes it takes a little planning.
Parts that may not be Tyranid but are big and claw-like will often make a good subsitute for close combat bio-weapons. If you have those devourer arms spare you could remove the devourers. Then if you have spare scything talons from models like Genestealers you could stick the blades onto those arms.
Basically if you have run out of bio-weapons you have two alternatives. You will need to buy more, from mail order or use parts that are spare in the next box you buy. Or you can improvise and find and use or convert and use a variety of spare parts.
I order my extra bits from Battle Wagon Bits. I don't know how much they charge for shipping to Canada and unfortunatley it looks like they are out of Carnifex Scything Talons at the moment (which are the same ones I believe the Tyrant uses).

If you want carnifex scyths I have some extras. I would certainly send them your way if you had some monsterous creature devourers to send back this way. I need two sets to finish out my current goal for my nids. Send me a private message if we can help each other out.
If you planned on using your devourers I would say throw in a vennom cannon with it, It is expensive, but it lets you take out transports early in the game, and mops up infantry later when it is in tandem with the devs. Plus he still gets enough attacks in hand to hand (especailly if you include the guards) to be effective.
You're actually running out of scything talons and whatnot? Wow, that's impressive. Between you and me, I have more bits than I know what to do with (besides the usual shortages of rending claws and twin-linked devs).
You could always try your local GW. I know mine has a huge box of bits and tons of scything talons left over.

Thanks for all the responses guys! Heres a configuation I'll be trying out today...
Hive Tyrant 130
-Bonesword & Lashwhip
He will also be accompanied by 2 Tyrant Guard.
Now I know this isn't a CC Tyrant, but in the first turn or two while my army is advancing, he can take out transports and the like. Also, in the later turns of the game, I can use him in tandom with my CC-fex to kill off even the most stubborn of enemy troops. He is a Monsterous Creature after all...
He's also cheep, which allows me to bring in more little bugs to swamp the enemy with
What do you think of this configuration? Am I trying to make him do too much?
He needs to be streamlined a bit. I think you shuld give the Hive tyrant toxin sacs. Toxin sacs will improve the performance of his venom cannon considerably. I would ditch the bonesword and the lashwhip. Those two weapons look good but they work best on the dedicated assault Tyrants. This Hive tyrant isn't one of those.
You could try a pair of scything talons if you want him to be able to make more of an impression in as assault. Or you could go with twinlinked devourers or a (more pricey) barbed strangler. The scything talons or the twinlinked devourers are cheaper than the bonesword and lashwhip and you seem to want to keep his points down.
