I have checked the Eldar codex and the main rulebook but can't find anything abot how the Farseer power 'Guide' would effect the Tempest Missile Launcher. It is a guess weapon but you can't reguess your guess. Do you reroll wounds instead or does it have no affect? Also, does the G48 mean that you just guess how far to fire and don't scatter?
I don't have my book in front of me but I think you reroll scatter if that applies. If not then I suggest dooming your opponent instead.

Does the tempest launcher scatter though, if it does then do you guess range first then scatter like in fantasy?
you don't longer guess in 40K, I'd say you get a re-roll of the scatter dice, this is also the FW and GW deal with TL ordnance weapons.
Guide tells you what you can reroll with weapons that use the scatter dice. And I think you need to look up the barrage rules in the BGB, too.

Yeh as Rork says, you just re-roll the scatter dice if a miss is rolled, it was mentioned in the old codex but I've yet to read up the other psychic powers in detail in the new codex as they're pretty much the same as before.
However as far as I know the Tempest Launcher isn't a Barrage weapon, so it doesn't scatter anyway.
