Lets just say can anyone give me the essentials of an eldar army. I have a vyper jetbike a phonix lord and a jetbike.
In the end there is only war.
bout 30 guardiens and a seer council.
PROUD TO BE IN THE BRITISH ARMY.
~~ Surrender and serve me in life, or die and slave for me in death~~
Guardians are nice, so are Dark Reapers, seeing as you don't need that many to field an effective squad. I'd say a Farseer, and a couple of Warlocks would be nice to have around as well.

Wait, you mean that optimism isn't fashionable anymore?!
Lord of Smart-ass Youthimizzles.
Soup's up, bitches!
OK first essential is decide which eldar army you are gonna field:
One of the craftworlds
What you have already is by and large useless:
The vyper is fine except I suspect you got it armed with the shuriken cannon it comes with - you need to pull this off the figure and replace it with a better weapon, top 2 would probably be Star cannon or bright lance depending on weather you want to shoot Marines or vehicles
Pheonix lord is porbably US, as a HQ a farseer and warlocks would be better, in a realyl small army maybe even an Avatar
The bike you can forget, they are not worth the points, the only armies I would play bikes with are Siam Hann and possibly an Ulthwe strike force.
Codex Eldarkind of start popint for nbew eldar players) you are gonna need a couple of troop chioces, probably a box of gaurdian defenders and a squad of scouts, add to this a farseers and a couple of warlocks, a squad of probably banshees or possibly scorpions and a falcon or a wraithlord and you got a fairley standard codex army
Ulthwe: (Probably the most common eldar army, loads of semi usefull gaurdians) get a seer council, 2 boxes of gaurdians, a squad of banshees, a couple of star cannon or bright lance platforms, and some D-cannon and you are on your wy there
ulthwe strikeforce: (Eye of terror produced this as an Ulthwe alternative - alot of Ulthwe players can play this with their existing army) as above but throw in some reapers and dont get the falcon
Beil tann: (expensive (points) elite army, expensive in pennies too cos you are probably talking an entire metal army - often accused of being a cheesey army) get a load of banshees and Scorpions and an Avatar
Iyanden: (again expensive army for the same reason as Beil Tann - Army of dead robots - again accused often of being a cheesey army) about 3 wraithlord and 15 wraith gaurd and a job load of warlocks
Alaitocscout army - again expensive cos you are talking exclusively metal) go buy every scout blister you can find - (can cause players to gnaw their own dice, but needs big tables and short battles to be at its best)
Siam Hann: (my latest project, fast - jetbike army, expensive per figure, very stylish but unless you are prepared to buy 18 vypers, you cant be too fussed about winning) go buy ever Vyper in your local store
In short you are on a loser, Eldar aint cheap, your best option is Ulthwe, get codex eldar adn codex craftworld, get a box of storm gaurdians and a box of guardian defenders and a seer council and work up from there
Everything you have been told is a lie!
Thanks for the words of errr ?encouragement?
But really lot of help.
In the end there is only war.
