10% or less Kroot (i.e. 150 pts. of Kroot in 1000 pts, 225 in 1500, etc.)
Significantly more than 15% Kroot (i.e. not 16% but certainly 20% or thereabouts)

I would have to go with either all Kroot (Mercs with eviscerators are rather fun), or none at all. This is due to a couple of recent battles when I realised just what having a huge number of Fire Warriors could do.
Also, every time I have fielded Kroot so far I have been roundly trounced by the opponent. I just have to start asking myself: Is there a pattern emerging here?
For mine, a unit of kroot with some kroot hounds in invaluable in any list.
They have great special rules allowing them to do all sorts of wonderful things in cover. They infiltrate and really get in your opponents face sometimes. Also they tend to have this stigma of being a kinda unimportant unit, so they sometimes get ignored.
My favourite unit of kroot goes a little something like this
10 Kroot, 8 hounds 118pts (this is what i use in my 2000 pt list, just one unit, but they sometimes make all the difference)

As assuiedave points out, kroot with hounds is a powerful unit. Most of my lists, almost all point levels, have one sometimes two units of these.
Go mercs! It's a super rewarding experience, modelling and game-wise! They are relatively easy to paint with techniques like drybrushing etc, and you can do almost anything with modelling! And, nobody expects 'em! Having an entire army infiltrate after you delpoy is not a pleasant experience. I could go on and on about the benefits, but I don't wanna ramble, so off I go!

I always take Kroot. As one of the most cost effective counter assault choice you could ask for and they have gladly sacrificed themselves on the alter of the Greater Good for my Fire Warriors time and time again. The enemy dosen't respect them and for 161 pts you can have 62 str 4 attacks on the charge. Even power armor wilts against those odds.
I find kroot, even in a 20 man squad and a shaper are still to weak. Which may be why i never even considered playing imperial guard.

thats said, the opponent doesnt see it that way and they can be a good distraction/backup/surprising force etc.
You'd be surprised how scary 20 black and blood red painted kroot can scare your opponent.
of course it depends who im versing, what team, how big the battle etc.
So im technically sometimes with non and sometimes with nearly a thrid of my force.
But thats me.
I know the words to every linkin park song off by heart, every halo and halo2 map off by heart and why bob is better then james.
also i know a guy who thinks he is a cat.
and i also know telekinses.

kroot for me just dont fit in the lists i make. i rather use cover and tactics, which are free, then kroot, which cost points. and my list right now is real good for the way i play.
also some people give kroot to much optimistic stats. 64 attacks on the charge! but wait, half died to enemy fire, then they finnaly get into cc! and the hounds killed a space marine! but the kroot have low int. so the space marines killed another 25%. and now they finnaly get to hit something, but do nothing but one wound. now waiting for next turn to get slaughtered. if they havn't ran.
but they tied up space marines for 2 TURNS! and kept your tau with the good wargear from killing them in two rounds of shooting instead with minimal loses.

For the lists I make (MECH) (which are the best and most versatile)
you can't take CC units.
The enemy is always going to be better, and you will cause more casualties by standing and shooting with firewarriors than assaulting with kroot.
On paper they are good, but not on wood.
