Can someone please clarify this weapon for me. What type of weapon is it? Is it barrage? Ordnance? and does it scatter or not?

you can't target anything less then 18" of the model shooting it, it must be greater than 18" from him,
hope this little advice helps
It actually does scatter, and doesn't use the commander's BS. basically, you place it over a model within 18" and roll for scatter. if it scatters, it still explodes, etc. just not in the intended area.

For this reason, it's best to put it on a Shas'la, not a commander
I have no time for AFP. Tau have heaps of things in there armies that can take on hordes and light infantry, stealth, railhead, FW's, Kroot etc. But we can't get those nice medium strength "special weapons" that are available to other armies in droves. The only way to take them is to put them Crisis suits, so i just don't understand the whole AFP thing. Reality is that every army you face (more or less) has some kind of unit choice that requires something more than a Bolter equivalent (or pulserifle in this case) to kill.
So yeah, i just don't have any space left over on my suits for close range, not real strong weapons.
But yeah, definitely don't waste a great BS on the AFP

Mike is correct, use the scatter dice to resolve shooting.
Also Sir_Prometheus is correct never put this item on a commander cause you shoot with bs2 (more or less) with barrage weapons no matter what your bs skill is.
However one nice thing about this weapon that the rest of the arsenal doen NOT do (aside from flamers.... EWww) is ignore cover saves.
The only time that I have seen the AFP used well has been in a command squad as follows:
Shas’el Commander w/ CIB, TL-Flamer, & HW-MT
Shas’vre Body Guard w/ AFP, TL-Flamer, & HW-MT
Shas’vre Body Guard w/ Burst Cannon, TL-Flamer, & HW-MT
Use them in conjunction w/ a pathfinder devilfish to help with deep striking then bring it down next to a light infantry squad.

I put the AFP, CIB, and a multitracker on a shas'el, and stick him in a squad of 8 drones. It gives you a unit that can zip around the battle field killing infantry and it uses up the mandatory commander (I have no other xv8s). As well it is good at flushing guard out of buildings, and can fire out of line of sight (which can come in useful more than you would think).
