I have about 17 points left to fill in my 1.5k friendly list.
In my lists i have shining spears as well as vypers. My vypers are funning with dual sh cannons, and my spears have the skilled rider ability. Should i drop the skilled rider to upgrade both my vyper units to scatter lazers? what can i do with 17 points? i really have no-where to put em. Thanks,

the upgrade to the vypers buys you 1 extra shot, but the range is not a factor as you will be trying to get into cannon range anyway and the loss of AP could be embarresing against armies like nids or IG
But the skilled rider is rather a subtle thing, it meant eh squad makes more ready use of terrain and cover, I know a player who doesnt bother with his spears, result he stays away from cover, losses half the squad to shooting and whilst they win the first combat there tends to be so few left they get eaten in the second one, wheras using skilled rider gets your squad there intact, allows them to better use cover between combats and results in 2 or three combat wins.

yeah i figured with the inability to go over cover in an assualt it might be best to have Skilled Rider. I guess i am going to have 17 points with nothing to go towards. The only other thing i am can think of is using those 17 pts and switch out my fire prism with a falcon. althrough i dont like the low bs of the falcon, the more guns makes it more resillent. What should the second gun be on the falcon, i know there is little to no reason to take an 'offensive' gun as you wont be able to shoot the pulse and that when you move. is the star cannon the best option?
Falcon vs Prism : yes, I think it makes sense to prefer the tank that just has more shots...
Weapon choice on Falcon : the Star Cannon is interesting because it has the same AP as the Pulse Laser, so you get 4 shots that negate heavy infantry armour saves. There is a range mismatch, I know... It's a pain, but the only way to avoid a range mismatch is to go for ELM, then you have a strength (and AP) mismatch as long as you're moving fast...
If you do not have the points, then go for a Scatter Laser.

honestly, the problem with the falcon is that low BS, with the fire prism, i can stay at longer range and have the availability of low or high powered shots. since my only AT is going to be this tank (falcon or prism) and a WL, i was thinking i need all the BS i can get.
does it matter that much, is range going to hurt my falcon, should i take the EML over the star cannon? (i like the EML because of the choices it offers) and on that note, when a weapon is destroyed on a glancing roll, does the oppenent get to pick which one or do i? if they do the EML would be great because i could use the powerful shots on tanks still, if i do then it is a waste as my pulse will always be up. (i have yet to play a 40k game so some rules are still a little sketchy in my mind)
off topic: Shining Spears tatica. I have read that you want to ride them out for your opponents assualt phase so that you can break at the end and charge back on yours. is there any reason to use withdraw on your turn?
my plan was to use the shinning spear as cover for my scorpions as they move into position, then when they get into CC, withdraw the spear so that i can get another charge on my turn. but should i ride out another turn so i can recharge on mine turn without getting shot up, or withdraw on mine so they dont get a chance to wound more?

ok given your At state woudl probably stick with prism
spears: point of withdrawing at end of his combat phase is they you can charge him in your next one, if you withdraw in your combat phase, he will charge you, giving him extra attacks
the only exception to this is if his unit is still engaged (eg scorps are in there) then pull out in your phase, protecting your spears

I know one can go too crazy with upgrades, but if a 15 point skill enables you to use the squad to its maximum then its well worth it.
In this particular case I would always take both the exarch powers. There are others I would cut if I needed the points, but Spears are such a valuable commodity you need to kit them out in ways that make them the most effective.
Sure, if you never upgrade anything you can get more dudes, but in cases such as bladestorm etc you get more bang for your buck with the upgrade.

If you really want advice on the last points could you post your list. We might be able to suggest something.
But keep skilled rider. I find it comes up a lot. Especially against stand and shoot armies. Typically I find myself hurling the spears forward to wrap up some shooty unit that is probably in cover. Actually I rather enjoy using the spears to multicharge a couple units. So long as my spears are fortuned and their guys don't have power weapons it actually works very well for keeping their units from shooting.
Oh and another shining spear tactica. Learn the rules for moving into combat very well. And you should probably practice more than I do charging your own guys at home. Sometimes you want to leave a little pseudopod so you can consolidate into another units. Sometimes you want the enemy to wrap you in a protective shell during pile in so your oppoenet can't get to you with their power weaponed troops on their turn. Sometimes you want to dual charge multiple units at once. And sometimes you want to hit a unit without contacting the IC inside.
Due to their high manuverability, large bases and very high cost per model using spears optimally is a rich art.
