Welcome to Librarium Online!
So I'll be proxying some Lictors for the first time this Thursday and I've never used Hit and Run before so I need some advice.
My gut tells me that I shouldn't hit and run on my turn because if I do then my opponent will be able to turn around and shoot me as I won't be locked in CC. But if it's my opponents CC phase I should hit and run out of it so I can get the extra attacks on the charge text turn.
Is there anything I'm forgetting to consider? About the only thing I can think of is if my opponent has equal or higher initiative then the lictor then I should H&R to some cover so that if he assaults me then I'll get the Init bonus for being in cover.

Never run on your turn, nothing says whether or not you'll make it to that cover, and not making means the death of a great model. If after two turns of combat there is still something left alive and trying to fight on his side of the battle field then run and re-assault on your turn. 2 Rounds of combat though if you send the Lictor against the right opponents shouldn't leave anything standing, typically.

Protectorate of Menoth: Grand Exemplar Kreoss
As far as hit and run goes you got it, but the most important part is picking the right targets.
Low model count isolated or remote squads left behind or far in front that dont have superb cc abilities, for instance a eldar ranger or guardian squad hiding in some cover. Or a guard HW platoon or support squad. If you must go after MEQ, then go after smaller numbers, although the lictor is awesome, he does lose that great cover save in cc, so if you have to take lots of saves its not a good thing. If you pick the right targets and things go reasonably well, you should leave something for his cc phase so as not to cause a massacre result and then get shot to hell in his turn.
