They're an elite unit, if memory serves.
That said, I look at cyborks and I look at skarboyz, and I don't see any reason to take the skarboyz unless you're in a really high point game.
Redtwin is correct, Skar Boyz are an Elite unit. They are the 1st entry on page 11 of the Ork Codex.

Like most things in the ork codex, the skarboyz don't actually have models. There are also no official model for cyborks, flash gitz, lootas or battlewagons. The thing with most of these is that you're stuck converting your own, which in fact can be a whole lot more fun. I suggest trying to acquire a pile of the fantasy command sprue for skarboyz and using the slightly lagrer boss as the standard skar.
However you could just as easily slap some greenstuff scars on regular boyz if you wanted a cheaper option.

Unlike other races, most of the special troop types are not available as ready-made models, You are supposed to create them by modifying the basic ork/weapon yourself. This is what helps make each horde unique.
You can make skarboys by giving standard orks a couple of scars with a modelling knife, or adding extra muscle with green stuff. Just painting the scar glyph (a vertical line crossed with a couple of horizontal 'stitches') on each one is a simple option.
For flash gitz guns, you can add an extra gunbarrel made from a piece of sprew or a section of plastic tube from a cotton bud, add extra magazines from unused sluggas, glue two guns side by side, add fancy looking gun sights, bodge together kustom guns from other races weapons or completely scratch build new guns from plastic card/sprew.
The thing to remember with orks is there is no standardisation, as each horde makes it's weapons, armour and vehicles from whatever scrap or loot is available at the time.
Anything you make should be acceptable, as long as the designs for skarboys or dakka shootas look different from the original slugga orks or shootas. Just remember to be fairly consistant within your army for each type of design, so you dont get confused by what is what. I always use two barrels for Kustom Dakka shootas/sluggas and longer barrels for big shootas. By the way, chopped up disposable Bic pens make good bazooka style rokkit launchas. It is also good manners to explain to opponents what the kustom made weapons are before the game starts.

ty that was really helpfuk. i did the math and u save 3 $ if u upgrade a shoota boy into a big shoota boy using pics rather then buying a premaid big shoota boy.
One of the ways I differentiate scar boyz form regular boys is all of my regular boyz are old 2nd edition "clown" orks. All of my "elite" orks are "current" boyz.
