Have a look under rules development section, I have most of my units sorted out now even got a few (makes no sense) units that are a bit outlandish. I have included all the founding tribes as well as other more Roman units/lords and heroes and I am aware of how the Roman military worked but have just used it as a guide to give it a Roman feel.

    Families of the empire

    House Tiberius (bear claw tribe)
Icon the pelt of a bear
House Tiberius is the ruling house of the empire, it includes the emperor his family and may of the empire’s greatest leaders on and off the battle field.
The family has had times of strife such as when an incompetent emperor or corrupt politician. If power corrupts then it is no wonder the members of the Tiberius family show the best man can hope to be and the worst.

    House Valarious (dog head tribe)
    Icon the three headed dog
House valarious is second in prestige to only house Tiberius. Many of the family enjoy proud ranks in military as well as living lavish life styles due to the closeness with the Tiberius family. On the field of battle the family is able to field massive amounts of cavalry most notably those who ride cerberii.

    House Brutus (howling marauders)
    Icon the bloodied axe
House Brutus are more comfortable on the field of battle and despise politics in all forms. The family still keep much of the old ways alive, growing large beards and braiding hair but even if the other citizens of the empire look at them with suspicion they also know with out house Brutus the empire may have collapsed as when in the past the empire has been in a state of civil war they always stand by house Tiberius and the military power they have can change the outcome of a battle in a hear beat.

    House Marinus (silver spears)
Icon a large anchor held aloft by a silver spear
House Marinus are the admirals and officers in the fleets of the Tiberii. They also control most of the trade throughout the empire and make excellent merchants.
As a result of trade and high status they are the second wealthiest family in the empire and have a major part to play with politics, especially those regarding foreign policy.

    House Pyrus (flaming hand)
    Icon red hand
House Pyrus are the undisputed masters of magic in the empire. Having control of fire is a very valuable on the field of battle as a result the temple of fire is often visited by military leaders to try and gain favour with house Pyrus. House Pyrus also “adopt” other aspiring mages in the field of fire, leaving the other magic to the weaker men as they see it.

    House Flavious (timber wolfs)
    Icon the grey wolf
House Flavious are regarded as hermits who normally shun the cities of the empire instead preferring to live in the wilds and hunt the foul monsters of the forest.
House Flavious have little to say in the world of politics but are respected by all as many other powerful families know that with out house Flavious many villages and small towns would have been overrun a long time ago. The family is also charged with patrolling the roads and protecting small farmsteads and the training of war dogs and Cerberii.

An attempt at more fluff still need work but hey its what I got

    The first attempt.
For the last few decades the Tiberii have tried to expand the empire out of its small corner of the world. The south was the first target of the Tiberii, after the scouts of house Flavious had penetrated deep in to the jungles of the south and returned with news of golden cities lost to the ages broken rocks, vine covered walls that still gleamed in the sun, the Emperor and his advisor's thought this to be a chance to not only expand the empire but to make them all rich beyond the imagination of ordinary men. The first two legions marched out of the empire with glee as they thought these cities abandoned and the chance to plunder. On the second day of the expedition a few of the men had already taken ill, fever like symptoms had begun. That night as the legions made camp a myriad of strange insects, snakes and lizards assailed the men as they slept some died instantly from poison or critical wounds, many more had to endure a horrid death at the hands of infection. Legate Junarious Brutus was in charge of the expedition and ordered that the sick and dying be left behind lest they slow them down. After a few more days of the harsh environment over half the forces under Legate Junarious had died, but the brutal Legate pushed the men on. On the 13th day of the expedition a weary group of scouts returned to Junarious with good news, they had sighted the city. The Legate roused the men and marched on the city to find it still as the scouts said empty, the men soon set about prying gems from walls and statues, House Brutus had no need for trinkets they only care for battle. as the men camped for the first time in two weeks with the open nights sky above their heads a blood curdling roar came from just beyond the tree line. The men looked frightened but the Legate smiled to himself, after an hour or so the ground trembled slightly and soon the trees parted a huge creature larger than a Cerberus but with huge horns and think scales, it came ploughing in the camp killing dozens in its rage before it was brought low by a volley of arrows. The entire camp was silent until the same roar from before came again. The creature that came from the trees this time was a huge lizard walking on two legs, a giant mouth that bristled with teeth bellowed another roar, many men ran into the jungle including the scouts. Junarious rallied the men and charged the beast only to be crushed under its enormous scaly feet. The beast ate well that night and the city was stained in the blood of the Tiberii. Only two scouts made it back to the empire, they soon died of there wounds but they gave a dire message one the leaders of House Flavious took note of, it was that to march south was to spell doom for any man foolish enough.

So far this is everything, I have changed a few things to fit with the army list.
    any advice is welcome.

    The Tiberii

    Warhammer fantasy army

The Tiberii live around the region known as Tlaqua south of Arbay. The people of this land call themselves the Tiberii, after the great leader who united the tribes against a massive Ork invasion to the lands. Gladius Tiberius who was born in to a small tribe known as the Bear Claws, who at the time used brutal battle tactics against the other human tribes of the area, the warriors used to think this would keep there enemies afraid of them, but this was not the case. After a flash flood in the region the Bear Claw tribe had been devastated and launched more and more raids for slaves and resources against the other tribes. The most prevalent of these tribes were the bull riders of the Dog Head clan. After they were raided, the leader Vilkas Valarious met with the other tribes close by and planned to destroy the Bear Claws once and for all.

On the day the united tribes of Tlaqua attacked the Bear Claws, a huge Ork Waghhhh! had begun to move towards the Bear Claws tribe. The Bear Claws leader Gladius Tiberius led a counter charge against the Orks but was soon cut down by a Goblin with a knife in the back. Driven mad by grief his son, Titus charged the Ork ranks and cut down the Warboss in single combat. As Gladius lay dead the other tribes of men soon stopped fighting the Bear Claws and turned to face the Orks. Under the command of Titus the tribes slaughtered the Ork and Goblin army against the coast, none survived.

After the battle was done, Titus met with Vilkas and the other tribe leaders for a truce. After a few days of talks, all the leaders decided it was best to unite the tribes for mutual protection and to lend other non-combat skills to one and other.
Each tribe had its own set of skills; the mariners of the Silver Spear tribe were master ship builders and expert fisherman, the mages of the Flaming Hand Tribe had no equal in the art of Pyromancy in the lands of Tlaqua, the Howling Marauders were a barbaric clan of crazed warriors, and finally the Timberwolf tribe were master huntsmen who are at home in their forest surroundings.

In later years the combined tribes under the command of Titus Tiberius began to expand and integrate other lesser tribes. Soon the people under the leader ship of Titus prospered and started to build towns and cities of increasing size and grandeur.
The people loved and respected there leader and started hailing him as Emperor, later referring to themselves as the Tiberii and so the Tiberii empire had begun.

    (BIG GAP)

The empire is currently ruled over by Barkurious Tiberius the cousin of the previous Emperor. Gracchus Tiberius had ascended to the throne after his farther Varcus died in battle with the Beastmen of the forest. Gracchus was a spoiled brat of a man who spent his days in the company of whores, indulging in wine and opium.
Gracchus bled the empire dry for monuments of his likeness and games in his honour.
Barkurious Tiber a powerful Legate in the army, who once served in the personal guard of Varcus. After the General asked for aid against a raid of dark elves but received none the Legate soon decided to break his oath to Gracchus knowing full well his rule could spell the end of the Empire, the battle was won but at terrible cost. Half of the men under the command of Barkurious were slain but with his remaining strength gathered they marched on Tiber the capital of the Tiberii Empire. Once the forces of Legate Barkurious reached the city the guards simply let him march in to the city. Rumours have spread around the Empire that Barkurious was going to supplant Gracchus and cast down his vanity. Gracchus thought nothing of the rumours and expected Barkurious was marching the army to honour him. Once Barkurious entered the imperial palace he walked up to Gracchus greeting him with a kiss on the head as old friends do, but the blade he plunged into his chest was something Gracchus did not expect. As Gracchus feel to the floor limp and lifeless his own guard didn’t even bat an eye lid, Barkurious sat on the throne as his second in command lifted the crown of the fallen emperors head and placed it upon his masters brow. Barkurious turned to his second in command and smiled he spoke softly to Davidicus and asked him to assemble the troops.

Since Emperor Barkurious has taken control the empire has prospered, new trade has begun with Tilea, Estalia and other coastal communities. The fleet has grown in size since the Emperors experience with the dark elves left him knowing one thing, the Tiberii are vulnerable to coastal attacks from the predations of the dark elves.

The lands of the Empire have grown out east and slightly to the north and south, the Empire is surrounded by foes waiting for them to step into their lands to be crushed.
The Tiberii have learned to leave the lizards of the south alone. To the north the ancient undead assail any foolish enough to march on their lands. By sea and to the east is the future of the Tiberii, Orcs and Beastmen are little problem for the Tiberii but in numbers still pose a threat.

The Tiberii military is one that rewards acts of honour and punishes cowardice.
Those who are of high station who join the legions of the Tiberii are not inert officers. Officers in the army all rose in the ranks, from simple infantrymen to the heights of generals. Many get pushed forwards due to family connections and political prowess. The army is ordered into legions, every legion is commanded by a general who is an esteemed Legate. In each legion the men are split in to cohorts and each cohort it made up from swaths of infantry, cavalry, archers, skirmishers, auxiliary mercenaries and even siege units.

The main units one would expect to find in the legions of the Tiberii are the legionaries who are taken from the basic populations of the land, people who have full citizenship from long service to the Tiberii or being born into the Empire.
Most in the legions strive to achieve the rank of Praetorian and eventually earn a command.

The men who make up the auxiliary are those recently conquered by the Tiberii, they fight for citizenship that their families might enjoy the life that the Tiberii do.
These men normally fight well as to earn notice from their Tiberii commanders.

The original tribes that united against the Orks still keep much of there characteristics; the Silver Spear became the admirals of the fleets and ship masters, the Flaming Hand the empires battle mages, the Howling Marauders the line breaker berserkers of the army, the Timberwolfs who form the elite archers, scouts, skirmishers and beast tamers, the Dog Head the masters of all mounted combat still use the Cerberii as a mount of choice and the Bear Claws who tend to work up to high ranking officers due to there inert tactical brilliance.

An army of the Tiberii can be devastating in almost any situation, able to hold a shield wall against all odds, while an elite counter charge turns the enemies advance into a rout.

Been following the rules thread for some time, I don't know if you still need writing help (I'm aware this is an old thread) but if it would help I would be willing to do some, given that January exams are now over, and besides, I've always had a soft spot for late Republican / Imperial Rome.

Cool, well I guess the easiest thing to do (so that I don't end up changing your ideas without meaning to) would be if you PM me when you have the time with some bullet points with what ideas you have, and any gaps there are, and I'll work from those.

    Something new.

    The Cyclopes wars
The time of Emperor Lucius Tiber was one of rapid expansion and war. When the early Tiberii army marched north to the southern tip of the worlds Edge Mountains they met little resistance from small bands of Orcs and Beastmen. A few small human tribes had quickly joined the Tiberii. Lucius’ camp was attacked during the night. Expecting Orcs to be the culprits, Lucius and his commanders rallied the sleeping troops and to their dismay, they saw giant men with a singular eye. The battle that was fought that night was brutal and bloody. Hundreds of Tiberii lay dead and dozens of Cyclopes also died in the battle. A master stroke of the newly named house Flavious (Tiber wolf tribe) managed to trap one of the brutes alive. Once the beast was chained to two giant trees did the Emperor approach the creature. Lucius discovered why the roaming band attacked them; they had been fleeing their cousin race, the Ogres, during tribal warfare. The Cyclopes people desired peace while the Ogres only wanted wealth, food and battle. On the great journey south, the Cyclopes had been attacked and harassed by humans all they way. The emperor sensing an opportunity offered an alliance between the Tiberii and Cyclopes people, giving lands but at the price that they fight for the Tiberii when called. The brute who named himself Farvarn agreed to this and was released to the objections of the Emperors advisors.
Soon Farvarn had has passed from sight.

The next day the Tiberii continued with the mission; bringing the tribal humans of the area to their banner. Before they could reach the next tribe, the scouts had sighted a huge host of Cyclopes assembled for war, after a few survivors form the camp attack made it back to their people. The Emperor looked on in horror, after he let the brute live as well. The army was ordered to open fire with their bows on the goliaths, but upon this the Cyclopes host charged with a speed surprising of their size and battle was met. The Cyclopes and Tiberii battled into the night, but just as the Cyclopes gained the upper hand and closed in on the Emperor and his guard, a mighty bellow came from behind the lines of the Tiberii. It was Farvarn, the Cyclopes stopped the fighting and kneeled to Farvarn; their tribal chief. Farvarn walked past the Emperor and smiled. Farvarn yelled in a primitive tongue, in which the Cyclopes retreated a small distance from the survivors. The Great Chief Farvarn told how his tribe found out about his capture and attacked before he could find them. Farvarn pledged the entire Cyclopes tribe to the service of the Tiberii.

To this day the Cyclopes still honour the pact made hundreds of years ago and live in a productive settlement within the lands of the Tiberii. The Cyclopes have made fast friends of two of the major houses. House Brutus, who live for war, see Cyclopes as mighty warriors. House Pyrus is also very fond of the brutes, as they constantly give homage and praise to the house as they have never seen magic of this kind before. House Pyrus use Cyclopes to guard there temples, something they do with pride.
