I thought it would be fun to make an Arbites army (eventually), and I came up with this list:

HQ
Lord
-combi plasma
-power weapon
-carapace
3 Warriors with HB's
2 Acolytes
-bolter
-carapace
1 Familiar (mainly because I want an excuse to have a servo-skull scribe or cyber mastiff following him around)
170pts

Troops
The Arbites (ISTs) all have shotguns.

Arbites x10
-2 GL
-Rhino w/ extra armor + smoke
178pts

Arbites x10
-2 GL
-Rhino w/ extra armor + smoke
178pts

Arbites x10
-2 melta
-Rhino w/ extra armor + smoke
178pts

Arbites x10
-2 melta
-Rhino w/ extra armor + smoke
178pts

Arbites x6
-2 GL
80pts

Elites
Celestians x6
-2 meltas
-Immolator w/ extra armor, smoke
171pts

Heavy
Exorcist w/ extra armor
140pts

Exorcist w/ extra armor
140pts

Immolator w/ extra armor + smoke
73pts

total: exactly 1500pts

In case anyone was wondering:
Inquisitor + retinue = Judge + staff
Exorcists = Whirlwind-like tank
Immolators = some kind of light tank. I'll probably use FW's Immolator model.
Celestians = shock squad with heavy armor

It's a pretty fluffy list. You'd definitely need to convert the rhinos into some sort of heavily armored hummer/van thing. I also like the idea of the exorcists - forgeworld has some sweet alternatives that make me wish I had more money.

I think it's gonna be hard to play this as a competitive list though. There isn't much long-range firepower for 1500 pts, and you're relying a lot on meltas, grenade launchers and shotguns... You might have trouble with assaulty armies, since you need to close the distance to use most of your weapons.

The only real suggestions I can think of without ruining the theme would be Inquisitors with gun servitors, plasma cannons, and the exorcists that you already have.

Also, I'm not sure because I don't play Sisters, but you might need a SoB HQ to take the celestians and immolators... don't quote me on that though.

Chimeras make excellent troop carriers as always instead of cardboard Rhinos. The extra twenty points you spend on tooling Rhinos up is about the same as the extras on a Chimera anyway. You could always drop a squad (do you need that many models when you can have all that Chimera stuff?) in order to make up the points. Chimeras are probably a bit more fluffy for Arbiters anyway.

A top idea I have seen is to fit Priests in your squads as Sergeants. The squad then become extra wounds and saving throws for him. His Eviscerator would easily deal with any close combat threat. If all your boys are carrying Assault ranged kit, then their poor close combat effectiveness is doubled. You have already factored this in-a fine idea. Chimeras with Heavy Flamers would help here immensely. A Guard-type close combat army is the last thing anyone expects.

Finally, Abe is right about the use of Sisters troops types. You'll need to fall back on either indented Guard heavies, Orbital strikes, or a rather cunning plan of mine, Rhinos with Havoc Launchers and Hunter-Killer missiles. These aren't terribly expensive and you'll have enough of them to wreck your opponent's best armour or special troops like jetbikes. You don't need to carry the squad, just hide the squad behind and advance at 6". Be warned-this is a horribly beardy plan which annoys people who haven't planned for it intensely.

Still, do you care? I don't.

1. He can use Celestians without problems. After all, this is a WH list so what is the problem here?!? He just has to model them into some heavy infantry that looks like a version of Arbites.
2. Rhinos are the way to go I think even as far as fluff is concerned, since they are more of a plain armored transport than Chimeras are, which are sorts of a fighting vehicle I reckon. Plus, Chimera seem to be mainly used by IG...
3. How is he going to get Havoc Launchers on Loyalist Rhinos?
