After some brainstorming, I'd come with a new SM army.
It's still under construction, but I like some idea's etc.

Scout squad 1; 10 men, serg th + pf/bp + teleport homer + cs, rest bp/ccw
Scout squad 2; 6 men, serg with bolter, 4 men with sniper rifle, 1 ml
Scout squad 3; 6 men, serg with bolter, 4 men with sniper rifle, 1 ml

Current thoughts:
HQ: I like to use a fluff HQ, and a librarian with terminator retinue is just the one. Chappies are overused anyways. But the HQ is heavily overpriced, I know.
Elite: Blessed be the warriors, I like this trait, so I think of using 2+ squads of elite assault squads. The only ones in power armour within this army
Troops: I like the concept of using a scout army core. Less armoured, but alot more mobile and cheap. Good at ccb and range (snipers), just a thought
FA: LST's all the way
HS: Heed the wisdom of the ancients, 0-1 cap of venerable dreads removed

, Dreads are a big target for heavy weaponary, and devastator squads are expensive, but way better. Hellfire dreads will do fine IMO.. especially because this army lacks of heavy long range weaponary
Future thoughts:
- I won't use the following units: tactical squads, devastator squads
- I know, tactical squads are better then scout squads, but I like some difference and some challenge. And they are way more mobile.
- terminators within a 1500 pts army isn't good either, but I like to use them
- remember, this isn't a tourny army
