Keep your current build vs marines, necrons, and most chaos (you may want to make some room for a starcannon on your falcon and vypers though, their 3+ armour saves reduce your scatter lasers' effectiveness dramatically).
Vs others I think taking out avatar for witchblades is a good idea and in this case you can keep the scatter laser on your falcon to save points. IMO the scatter laser is a very underrated piece of weaponry, its very effective against hordes.
Scorpions are indeed more versitile and can make a good "backbone" for your army. They are very effective against hordes and can hold their own against marines. Scorpions won't need a wave serpent so you can field more of them than you could banshees.
Right now it looks like your army is geared to marine killing on one half and to horde killing in the other. It all depends on what your expecting to come up against most.
