I've been trying to come up with a viable almost entirely foot army. Below is my first draft.

The challenge for me, with this list type, is AT. I've tried to address that with mobile melta in the CCS, and deepstriking or infiltrating stormtroopers. The HWS will use maximal separation to improve the odds of a side armor shot on vehicles. The volume of autocannon and lascannon fire is intended to arrest the advance of transports. While mechanization is more effective in general, I want to test this more as a proof of concept. I think it has possibilities in a friendly game, but I would avoid tournaments with it.

Pretty solid list, though the chimeras will probably die fairly quickly as all the AT fire will be going at them.

Only thing I would consider changing is putting the Lascannons in the Infantry squads and the Autocannons in the HWS.

3 T3 lascannon models are a juicy target and waaaaaaay too easy to kill.

Good point. Actually switching them around frees up a few points, which I spent on an Astropath and switching 2 PCS flamers to meltas.

If the Chimeras draw the AT fire, I'm ok with that. I figure that's one less unit firing at a command squad for a turn. I also figure for fluff reasins that if transports were in short supply, the officers would commandeer them first.

I figure this list will be able to test how effective putting a wall of lead downrange is. 3 Multilas, 8 Lascannon, 12 Autocannon, 12 Meltaguns, and 8 crack grenades should provide for some interesting diversion.
