I've been trying to come up with a viable almost entirely foot army. Below is my first draft.

The challenge for me, with this list type, is AT. I've tried to address that with mobile melta in the CCS, and deepstriking or infiltrating stormtroopers. The HWS will use maximal separation to improve the odds of a side armor shot on vehicles. The volume of autocannon and lascannon fire is intended to arrest the advance of transports. While mechanization is more effective in general, I want to test this more as a proof of concept. I think it has possibilities in a friendly game, but I would avoid tournaments with it.
