This is my own made up chapter any help would be appreciated. I am using this army as my starting force as well in a tournament.

THe only thing I would change your devastator squad, I wouldn't mix ranges like that and tank hunters skill on mostly heavy bolters seems somewhat useless. Either go all heavy bolters for hoard armies or missile launchers for versitility.

Also, since your army is infiltrating where is the chaplin going? Is he just going to hang out by himself? I would find a way to put him in a squad geared for close combat with mobility, like an assault squad if you can find the points.

Overall it looks like a rather solid list. Although (as stated) I would try not to mix the roles of your devastator squad to much, as it is normally much more point effective if it has a specified battle field role to perform. If you want flexibly you could use the standard 2x heavy bolter and 2x missile launchers format as it works rather well. Another possibility is to take two tactical squads instead and equip them with heavy weapons. This gives you a higher model count, the ability to target different units and some extra points to send at the cost of two heavy weapons.

Take frag grenades, not melta.

Remove tank hunters.

Pick one weapon to use, i suggest MLs, they are the most flexable.

You need less elite troops,

I suggest you take out the devs.

Go with something more like this:

Chaplain, bolt pistol, frags.

Assault squad, 9 man, sgt with powerfist.

Tactical squad: 6 man, 1 lascannon, 1 plasma gun.

Tactical squad: 6 man, 1 lascannon, 1 plasma gun.

Tactical squad: 6 man, 1 lascannon, 1 plasma gun.

Landspeeder tornado.

This gives you the shooty support you need, while giving you a strong assault group.
