Well since the railgun is AP1, you still have to roll to penetrate the armour, if a glancing hit is scored then it counts as a pentrating (thus the effects of having AP1 weapons), however against skimmers, so long it moves X" and can claim the "Skimmers moving fast rule" and you can only ever cause glancing hits.

perfect, so the scimmer moving fast also makes a glancing hit not glance? where can i find the scimmer moving fast rule?

Its all in the Big rule book in the Tanks section, same thing with the AP1 rules.

Not quite, but similar. All rolls that equal the armour for ap1 weapons are upgraded to penetrating. Not a big thing, but it affects the way you interpret other rules. Skimmer moving fast is moving further than X, unless you like expressing small fractions as part of the number. And skimmers moving fast update where it specifically mentions close combat attacks being downgraded as well as ap 1 weapons is found in the eldar faq, found on gw's site.
