For chaos space marines, death guard to be exact. Can only troops that have access to the armoury(such as aspiring champions) have power fists? Or can regular champs or just models with mark of nurgle or what? I'm confused on this, I tried finding it in the codex but alas I failed.

Yes, only AC can buy things from the armouy, unless they are vetern skills.:yes:
