basilisk movement roll

this has been bugging me for awhile now. on the looted vehicle chart for moving. if i roll a 1 do i have to roll again?? and if so, i can really only get a 2 or 3 to stop my vehicle from moving?

At the start of your turn, roll a die.

If it's Not a one, continue your turn as normal. If it is a one, then roll on the table provided.
