I was thinking of starting Eldar some time soon and I know that I will be doing a lot of blending. SO my question is how do i blend? Do i blend when the paints are wet or just hilight over them? If you could help i would really appriciate it.

THanks

coolminiornot.com has a large tutorial article section. In there you will find a decent article on blending. Basically you use watered down paint, each color applied to the opposite side of you blending field, then work them together with the brush.

Another way to get similar results that isn't 'technically' blending is to use thinned paints applied in multiple layers to achive a blended look.

I shod start using "layering".

After the first coat paint the second in a little brighter tone. and the next one brighter and so on. Let every layer show. You don’t need the layers to be completely dry before you paint the next one.

I painted my eldar like this

I don’t what my layers to dry before the next layer, but you can let them dry if you find that more easy.

Wet blending is a special technique, as yuushin sad there are tutorial to be found about it.

I don’t know much you have painted, if you need more help just ask :)

Here is a picture of a Wraithlord that I have painted using the technique that I describe.

Gack, I hate blending with a passion, never works out for me.

Look into airbrushing if possible, I've some amazing airbrushing done that way.
