Pigeon bombs? Are they any good? I like the idea of them. I know they will miss more than they will hit, but when they do hit they should cause havoc on big 20mm horde units.

Uses a shooting attack though, and without looking at my Empire book, that means that you can't use your Engineer rerolls for that phase. Also, Engineers are one of the very few models who are worth giving Hochland Longs. Pigeon Bombs aren't really effective: you already said, they miss more than they hit.
