Can You Deep Strike Your Whole Army

I was having a battle against a friend of mine ( he has a chaos army ) and he was trying to deepstrike his entire army and of course neither of us had our rulebook so I was wondering can you deepstrike your entire army, and if so how.

If a unit can deepstrike, then this is literally mentioned in the codex entry of that unit (or the ability is given to them by a piece of wargear, e.g. jump packs). It's a special ability, units can't do this by default.

It is possible to create a chaos list in which all units can deepstrike, but no sane player would create such a list (no marines as troops...).

yes you can deep strike any and all units that can deepstrike even if its your whole army
with drop pods any thing can drop except tanks

Not everything, only those units which can deepstrike according to their rules (or which get enabled to do this by drop pods, as someone mentioned above).

Deepstriking ALWAYS requires a reserve roll (unless a very special special rule grants an exception, but right now i don't remember such a rule)

Only units with the Deepstrike rules are allowed to deepstrike. However Marines have rules for drop pods, which make it an all or nothing thing. If using a drop pod army you cannot use vehicles, other than Landspeeders and Dreadnaughts. So if you have pre-written an army you have to leave some stuff behind.

However I play the Raven Guard, Masters of the surgical strike and rapid deployment. Any unit not assigned a transport may deepstrike, if the deepstrike rules are allowed. When you know how to use them they are a sick, sick army.
