After looking through Riptors codex for about 1 day and a half i have found nothing about Cypher or the fallen angels, so please is there anything about them in the codex and if not are there still rules for them

Not in the codex, they're featured in some WD. The one with the Slann thing on the cover, can't be arsed to find out which number .

Cypher is featured in WD281 UK (the one with the Slann on the cover as BiD said)
