They's both good, but if you're new to painting, you might want to try Blood Angels. I love Ravenwing termies, though. Either is good, but Blood Angels armies are a biit more comlicated to field because of their special rules.
maybe if you're new, opt an all-round army, i have posted up a few DA Army Lists in the Amry List forum, but these are specialised lists. Take a few assault troops, a few shooty, and see what works best for you.
Its a simple choice when u think about it- do u want the second best assault chapter in the game (sorry, but i really think that templars have the true assualt capability whereas blood angels are slightly more a shooty army- look at each chapters basic squads for example...)
Do you want to have best ranged weapon chapter, with alot of benefits (esp. sacred banners) to blow your opponents to peices
