It's not a waste, lasguns may not be the best weapon in 40k but they are a weapon. Try it with a huge combined squad in rapid fire range and watch as you roll up to 95 las shots alongside 5 heavy and 5 special weapons. Hell i'm willing to bet that against most of the time against most infantrry models the lasguns will kill at least as much as the other weapons in that situation.

The order is definitely not a waste. You mustn't rely on it to win you any games, but since you get it for free it is a nice little addition. It is of course best used with big lasgun squads when there are enemies within range of your lasguns and you want to shoots rather than run away (in which case I would recommend the "move, move, move!" order).
30 shots not killing a single marine is not too improbable. Statistically only one and a half marines will die on average, so none dying is just a little bad luck - it happens. If the hormagaunts had cover, killing six isn't much bad luck either with 53 lasgun shots: only 6.625 will die from that in cover on average.
The order doesn't turn flashlights into killing machine juggernauts, but it does increase their effectiveness by 50% in rapid-firing range or even 100% at long range. This is far from neglectable, and as I said: since you get it for free I don't quite understand the complaining.

and i tried it with a 20man combined squad i think lasguns accounted for about 4 of the hormogaunts and theywern't even in cover
Check your dice!
That's quite improbable. It happens sometimes of course, but if this is how it keeps turning out for you you should really check your dice. Twenty (19.2) lasgun shots (e.g. 10 lasguns at 24" with FRFSRF) should suffice to kill four hormogaunts without cover, twentyfour shots (e.g. 8 lasguns at 12" with FRFSRF) if they have extended carapace.

Anwyays, you probably just had a stroke of bad luck. Judging from math you should have had about 9 kills, which you just feel short with six kills. Give it some more time, you can't really judge its effectiveness from only two encounters with different opponents. There will come one nday when you'll instead luck out with thoose 50 or so shots and kill about 20 of the buggers ;)^^

You'll just have to start thinking a bit mroe like an Ork: Pump out enough shots and something will hit and something will hurt. You jsut have to hope for some of thoose lucky 1's from enemy saving throws and such ;)
