Ok, quick questions...

1. The Empire has a magic item called guilded armor (I believe)... It says that the test does not need to be taken if the unit is using a special attack... what is this referring too? Are magical attacks considered special attacks?

2. Secondly, Does the War Alter provide any toughness bonus to the rider?

In response,

1) Guilded Armour requires any close combat attacks to pass strength test before rolling to hit, this includes magic and non-magic weapons-UNLESS, they act as special attack, such as impact hits from chariot/monsters, Giants 'special' attack options

2) The War Alter is effectively a chariot, it does not give any toughness bonus however it does have an armour save when hit, which I believe is for the War Alter only.
