I think that since your army is highly mobile, you need to rethink your devastators. I would exchange them for attack bikes with multimeltas and maybe a predator.

Don;t you have 3 HQ choices

Drop the Shrike wing (not shrike) or at leats shrink that squad. Wasted points on more men or bikes or something else.

drop the chaplain, because you already have a combat vet in shrike, and the librarian helps against physic powers as well as dishing out pain too.
