NTSC and PAL are more of a software issue than hardware when it comes to computers. Most software that allows you to watch movies on a computer will allow you to select either NTSC or PAL (there's a couple of other standards too) or even auto-selects the correct format. The primary problem with TV's and such is that they are hardwired into one format or the other (for the most part) and will not properly show the alternate format.
