I recently bought 2 boxes of goblins "brand new" from ebay. I opened the boxes and was confused with the sprues.
The box came with 4 of these:

Are these the normal sprues and for some reason GW decided to put what seems to be wolf rider sprues and reduced the model choices to practically nil? Or did I get screwed over?

Yeah those are the right ones, they use the same sprue.

really? They package 4 command sprues and the wolf rider sprue? What would anyone gain from having 8 standards, 4 champions, 4 musicians, wolf rider legs, and a wolf's head when you're trying to make a single goblin regiment? It's not that I don't believe you, it just seems very strange that GW would do that. I guess it's easier than making unique sprues.
