Im just wondering if you take 2 fenrisian wolves with your HQ choice can he still join other units?

There's no real reason why he can't but I can think of two why he should still be able to join a squad. a) Wolves are wargear and no other wargear option stops an IC from joining a squad, and b) They don't cause him to lose IC status.
