Wood Elves can move and shot, does this include marching (as moving) and shooting?

as far as I know, only fast cav can march and shoot in the whole game.

Moving and shooting without penalty just gives us no penalty on the normal rules of shooting. So that means not marching. Except for fast cav as has already been mentioned. :C
